Content comes before the CMS
The versioned package contains concepts, actions, protocols, conditions and sources. References resolve by ID and version; Ajv checks the structure on import.
Editable protocols
The workshop handles action-plan drafts and retains limitations and exclusions.
Portable core
The R&D core is separate from the IOA plugin; no active CMS connection is assumed.
Explicit conditions
A satisfied condition is not clinical authorisation. FHIRPath does not imply full FHIR compliance.
